JOHN RYSAVY FOR CONGRESS PRINCIPLES

TAXES & SPENDING-

Fundamentally our tax code is too large and burdensome for all of us.  I support tax relief legislation that makes our tax code simpler and fairer.  Put simply, a tax code that puts more money back in the pockets of taxpayers is what will drive economic expansion and put people back to work.  If we stand by and do nothing, on January 1, 2011, taxes will go up dramatically for many Kansans.  This is not right.  If we have to live on a budget, then so should Washington.  Since 1998, the federal budget deficit has doubled.  We have bailed out Wall Street, but we are neglecting Main Street.  It is the spending that is getting people upset.  We need a leader who will support legislation that will grow this economy and help us reduce the deficit for our children.  When the government spends money, it should be prudent and a good steward of our resources.  We all know of wasteful spending examples in Washington.  I intend to be accountable to you, not the special interests.  Families are struggling to make ends meet, and they are looking for leadership that will protect liberties and create opportunities for economic growth.

HEALTH CARE-

Americans agree that health care reform needs to be addressed in some fashion.  I feel that more governmental involvement is not the solution; it is the problem.   Almost 60% of health care spending touches the hands of government in some fashion. Putting medical malpractice reform on the table could save at a minimum $54 billion a year.  Over 10 years that is more than half a trillion dollars!  We need to address this and other ways to help physicians practice their medicine in a way that not only safeguards patients, but also protects physicians from ordering unnecessary tests for fear of lawsuits which drive up health care costs.  I believe that patients should be compensated fairly for mistakes of gross negligence, but our current system is making doctors pay over $100 billion a year in malpractice insurance when only about 15% of lawsuits involve physician negligence.  Defensive medicine, according to some estimates, contributes over $50 billion to health care expenditures.  It sure is easy to see how fast this can add to your family’s costs.  I support common sense legislation to help solve these problems.  A government option or single-payer system could potentially add thousands of dollars in cost to Americans with their own health insurance.  The solution must allow for portability of health insurance and the ability to purchase health care insurance across state-lines.  This will allow free market forces to force competition among plans and lower costs for working families.  Under plans favored by the tax & spend politicians, one thing is forgotten, and that is, under a government option, innovation and research will suffer.  Although the elderly will suffer the most, increased fees and taxes will target everyone.  I will support legislation that uses a common sense approach and will incorporate health care savings accounts to maximize coverage while minimizing expenses through competition.

ENERGY-

Gasoline prices are on the rise.  This affects Kansans by taking money right out of their pocket and sending it countries that are generally not friendly to us.  We continue to send almost $700 billion a year overseas.    I support legislation that will promote renewable energy.   We need to put common-sense laws into place that will allow for the expansion of solar and nuclear power.  We also need to recognize and utilize our own domestic resources to reduce our dependence on foreign oil in a safe and sane manner.  The recently passed Cap & Trade bill in the U.S. House is discouraging, as it will cause skyrocketing energy prices for Kansans while doing little to truly benefit the environment. I will not stand by and let the United States pay the freight for legislation that punishes its citizens.  Kansas cannot afford the outrageous price tag of this bill, which will enrich Wall Street, but hurt those on Main Street with higher costs for goods and services.

VALUES-

I am running as a Reagan-Republican for the 3rd District of Kansas.  What does this mean for you, the voter?  Put simply, I believe that there is an ongoing attack on the free market.  I will not stand by and watch our liberties be surrendered.  The free-market system may not be perfect, but it is founded upon a belief in you being the source of power, not the government.  I support the right to keep and bear arms.  I believe in life from conception to natural death.  I believe our Constitution is one of the greatest documents ever written;  I will support it and protect it with every ounce of my strength.  Times will get better.  I believe we will emerge from this recession stronger than ever if we enact legislation that puts people ahead of big government.  Will it be easy?  No, there are those in Washington that believe that the government has all the answers.  I profoundly disagree.  I believe the solutions are found in getting the government out of the way so the free market can grow us out of our current condition.  I am firmly committed, if elected, to serve no more than 12 years in Washington D.C.  Our founding fathers were people who took time off from their lives to serve their country; it was never intended to be a career.  This is critically important to me.  I will work for you and not the “K Street” lobbyists and special interest groups.  I will use the knowledge and experience that I gain in Washington to come back to Kansas and help this community be even better.  While you may not always agree with me, I can assure you that I will always make myself available and listen to you.  Our liberties and freedoms must be preserved, and I humbly ask for your support and vote on Election Day.
